Grad rates rose as standards fell

It’s likely looser standards enabled more students to complete diplomas.

High school graduation rates increased for students with disabilities, English-language learners, and Black students, the study found.

However, graduates in these groups were less likely to enroll in college.

Overall, enrollment of recent high school graduates declined by 16 percent at two-year colleges, 6 percent at four-year colleges.
