Eighteen states changed teacher tenure laws in 2011, reports the Education Commission of the States.  Idaho abolished tenure for new teachers and other states have restricted tenure or tied it to performance.

“More state legislatures are beginning to embed teacher performance evaluation in decisions to grant tenure or to explicitly state the terms of contracts,” ECS states.
