More states link funding to outcomes

Sixteen states now link higher education funding to student outcomes, such as graduation rates, and more are planning to do so. Tennessee links 95 percent of college funding to performance measures. Illinois links 1 percent.

  1. I wonder whether it’s possible to construct such a system without the result being a strong incentive to game the system? I guess the underlying assumption is that school district administrations won’t adjust their policies with an eye towards producing the best results for the least effort/cost.

    I suppose that’s a necessary degree of naiveté if you’d rather not have to deal with the essentially political nature of the public education system.
