“Pell runners” — scammers who scram once they’ve collected their federal grants — are having a tougher time, but they still manage to steal an estimated $1 billion in aid annually.

  1. Employers have a simple solution for this – require submission of proof of a grade, e.g., of “C or better”, in order to qualify for a tuition reimbursement program. Why not start with a guaranteed loan, with grants given to forgive part or all of the loan after completion of a course – or even the course of study.
