		<description>A big part of the reason for the passage of NCLB was the casual way in which federal money was used by the states and districts. Despite requirements on the purposes for which the money could be used there was widespread misuse of federal education funds.

Absent some pretty hard-nosed accountability requirements is there really any reason to think this money won&#039;t be misused the same way?</description>

		<description>Actually, that sounds like a pretty good idea to me. I don&#039;t want a federal bureaucracy determining how to &#039;improve&#039; schools. Let them collect and distribute data transparently, and let parents decide how to use it on a local level.</description>
