		<description>While I think teaching to the test is perfectly okay, it doesn&#039;t really appear that they are teaching *reading* to kids who can&#039;t read. Have the kids been tested on a separate test to be sure that they actually have comprehension?</description>

I haven&#039;t finished the book, but I interpret it so far along similar lines. While you present the real issue - the effects of accountability measures - as being either &quot;Are we hampered by these restrictions?&quot; or &quot;Where would we be without them?&quot; I don&#039;t feel that Perlstein is comfortable with letting us make that decision. My review will most likely reflect that.</description>
