State report card

“Leaders and Laggards,” a state-by-state report card on educational effectiveness praises Florida, Kansas, Texas and Virginia for relatively high achievement of low-income and minority students; North Carolina and Utah get the most return on their education dollars. Overall, the report by the U.S. Chamber of Commerce, Center for American Progress and Frederick Hess of the American Enterprise Institute says poor data quality makes it hard to evaluate and improve education.
