Disorderly conduct

In Juvenile Injustice, the Indy Star takes on the county juvenile detention center, which is crowded with children as young as six years old, some of them charged only with truancy or disorderly conduct.

In April, nine former county employees were charged with molesting teen girls at the detention center.
