At small schools, it’s possible to create a strong sense of community that keeps students engaged. Or so the theory goes. New York City Chancellor Joel Klein is trying to turn large, impersonal high schools into a number of schools with fewer than 500 students. But a Daily News survey found graduation rates for the city’s small high schools are only marginally better than for large schools. Small, apparently, is not enough.
